2000年に売り上げが2万ドルだった化粧品の小企業が2004年には売り上げ1000万ドルの中企業に急成長した。4年間に500倍も成長したのはなぜであろうか。今も業績は好調である。この企業を見てみると、アルゼンチンの一般的な企業イメージが次から次へ否定されることに気づく。「イスエ」という化粧品メーカー[1]がそれほど例外的に優秀であるのはなぜか。その成功の背後に何があるのか。
A small cosmetics company of the 2000 sales of 20,000 US dollars
grew to the company with 1,000,000 US dollars in 2004. Why did the sales go up
500-fold? Still now, the brisk growth continues. ISSUE is different from an
Argentine company in general. Why is it exceptionally good? What lie behind its success?
Una pequeña empresa de cosméticos
que en el año 2000 tuvo ventas por 20000 Dólares Estadounidenses creció a una
mediana empresa por ventas de 1000000 de Dólares Estadounidenses en el año
2004, ¿Por qué las ventas aumentaron 500 veces en 5 años? El rápido crecimiento aún continúa. ¿Por qué esto es excepcionalmente bueno? ¿Qué hay detrás de este éxito?

社員休憩室に入って目に付くのが大きく拡大された社長自筆の3行である。そこには、

<物流万歳! 価格を投げ捨てる者は死ね!(価格のことを意識しない(考えない)者は出て行け。コストを低く抑えて利益をあげることに熱心であれ!)>
What we notice first of all after entering the relaxation room is the large hand-writing, “Long live the distribution! Be dead those who throw away the prices!”
De lo primero que nos dimos cuenta una vez que salimos de la sala de relax fue un gran póster escrito a mano que dice: ¡Viva la distribución! ¡Mueran los que tiren los precios!
成功の背後には物流(ロジスティック)の重視がある。化粧品店や美容院のようなユーザーに再三再四足を運んで、販売網を一つ一つ拡大するという地道な努力が繰り返されてきた。原動機付き自転車を使って築いた顧客のネットワークがイスエの強みである。そういう顧客への商品の搬送は専門の業者により効率よくなされている。

se expanda gradualmente.
上記の短い3行には社長の熱意が凝縮されている。その意気込みが筆跡から直に伝わってくる。会社全体の方針として適切な価格を維持しコストダウンを徹底させたいという意欲が壁一面に満ちている。それに毎日接する従業員は無意識のうちに影響を受け、そういう意識が多かれ少なかれ勤労態度に反映しているであろう。
The three lines hand-written by the President condenses his enthusiasm. He is eager to keep costs down, maintain appropriate prices and expand business. This eagerness reflected in the active handwriting, which would more or less affect the employees every day.

en los manuscritos los cuales pueden afectar más o menos a los empleados a

見上げて感心している時たまたま入ってきた人に、無知の私は、何気なく、「これを書いたのはどなたですか」と訊いてみた。驚いたことに、彼は「私です」と言って、すぐ一緒に来るよう誘った。部屋で私が名刺を差し出すと、「Con Cariño a
劇的な嬉しい出会いであった。案内役の塩田SVによると社長は多忙でめったに見かけないとのことであった。この本は、クラリン紙[2]でも紹介され、広く読まれている。その本を読んで内容に驚いたが、その印象の詳細は後述する。
I was looking up the wall in the relaxation room, when a gentleman came in. When I asked him, “Who wrote this on the wall?” he said, “It’s me” and begged me to follow him. In his room I handed him my name card. Looking at it, he wrote a short note in his book and signed it before handing it to me. I then knew that he was President Robert Hlace of ISSUE Group. The first encounter was so dramatic. Mr. Shioda said that it was rare to see him face to face. The book, according to the Clarin, is widely read. My own impressions after reading are attached in the appendix.
Estaba mirando la pared en la habitación
de relax cuando un caballero entró. Cuando le pregunté “Quién escribió esto en
la pared?”; él contestó: “Yo” y me insistió para que lo siguiera. En su oficina
le entregué mi tarjeta. Mirándola, escribió una breve nota en su libro y la
firmó antes de entregarme el libro. Fue entonces que supe que era el Presidente
Roberto Hlace del ISSUE Group. El primer encuentro fue tan dramático. El Sr.
Shioda dijo que es raro verlo frente a frente. El libro, de acuerdo a Clarín,
es ampliamente leído. Mis impresiones luego de leerlo están en el apéndice.

欧米の有名企業がアルゼンチンに進出してきており、化粧品業界は競争が熾烈である。それを生き抜く中企業にとって、毎日が生死をかけた戦いである。メキシコのBeauty Showに参加してインタビューを受けた時、ロベルト・ラス氏は、”Siempre se sale a dar examen”と語った。訳せば、「常に試験を受ける気持ちで出かけていく(毎日真剣勝負で試験に臨んでいる、生死をかけた試合に日々勝つ必要がある)」となる。
The competition in the cosmetics market is very tough, with famous European and American brands already active. Every day is a battle for such a small company as ISSUE. We must win, otherwise we will die. The president says, “Always go out to take a exam.” (every day we have a life-or-death battle).
La competencia en el mercado de los
cosméticos es muy fuerte, frente a famosas marcas europeas y estadounidenses ya
activas. Es una batalla que se libra a diario para un pequeña empresa como
ISSUE. Debemos ganar, de otra manera moriremos. El presidente dijo: “Siempre se sale a dar examen” Todos los días tenemos una batalla entre la vida o la muerte.

販売の内訳は、92%が国内販売、残りの8%が国外販売である。まだ輸出は8%に過ぎないが、拠点はすでに30カ国に築いている。その中には、中南米の各国、米国、オーストラリア、イタリア、南アフリカ、マレーシアなどが含まれる。生産拠点はアルゼンチン、ウルグアイ、ブラジル、メキシコである。
The sales
consists of domestic ones (92%) and foreign (8%). The percentage of exports is still only
8%, but already has a footing in 30 countries. They include countries in
Central and

輸出部を訪問したときに、日本はどうかと聞いたら、皆が「日本市場はタフだ!」と答えた。私が「日本で成功すれば」と言って一呼吸おくと、すぐさま「どこの国でも成功する」という返事が返ってきた。さすがである。皆よく勉強している。
When we visited the Export Division, I asked them, “How about

輸出志向であることは欧米の経営や商法を取り入れていることである。事実、沿革を見ると、イスエの前進(出発)は米国の会社であった。その会社から独立して起業したのが現社長と現副社長であった。
Being export-oriented means being open to US and European business
or marketing. The President and Vice President used to work a while for a

In order to sell in foreign markets, the products must have competitiveness in quality, price and reputation. In these items ISSUE has passed the test. Making products of high quality and reasonable price requires quality control, new product development, new equipment investment, and employee training. Serious efforts in these areas have led to the current success of ISSUE.

Todas las ventajas son temporarias. Eternamente tendremos que imaginar y construir nuevas. (全ての優位は一時的なものである。永遠に想像し新しいものを造らなければならない。All the advantages are temporary. Eternally we must imagine and construct things new. )「永遠に」という語に注目したい。競争が熾烈な化粧品業界を生き抜く決心がここにある。強いアメリカ企業に似ている。戦いは長期にわたる。それを見慣れた各社員の反応に温度差はあるであろうが、なかには敏感に反応する人もいるであろう。そういう人が企業業績を支える。
The notice says, “All the advantages are temporary. Eternally we must imagine and construct
things new.” Notice the word “eternally”, which implies their determination to
keep abreast of top companies. This attitude resembles a strong

これら9つの項目を目立たせること自体が珍しい。日本のQC運動に似ている。もし9つの全てが実現したら日本進出も夢ではないであろう。3卓越性の追及という標語は米国でよく聞くモットーであるが、それをアルゼンチンで見るのは面白い。
Rare in
Raro en Argentina; es como una presentación viva de los “nueve ítems guía”
para un producto de más alta calidad, algo que rememora el Movimiento de Control
de Calidad de Japón. Si estos nueve puntos son encontrados, es posible vender
en el duro mercado japonés. El punto 3 “Búsqueda de la Excelencia” es el
objetivo que uno usualmente ve en Estados Unidos. Es interesante encontrarlos
aquí en Argentina.
全社員の一致した誠実で正直な努力が高品質の維持と業績向上につながるという意識がこれら9項目にあふれている。どこか日本のTQCに似ている。社員の多くは学校で化学や薬学を学んでおり、化粧品よりも薬品のほうが儲かるといわれる。若い優秀な化学エンジニアーが多い会社であり、実験室や試験室は充実している。
In these nine items is included the company-wide consensus that the
concerted efforts of all employees who are cordial, honest and diligent result
in high quality and sustained profits. This resembles somewhat the Total
Quality Control in

Flexible, Promotion of Young Personnel to Higher Position. La organización se mantienen abierta, delgada y
flexible, y se promueve a personal jóven a posiciones más altas.
経営コンサルタントの塩田SVの助言に従って、会社組織はスリム化されている。助言といえば、近くの大学の行った当社の経営分析に基づく助言にも忠実に従う姿勢が見える。社員の協力、正直さ、相互責任が組織の独立した運営を支え、業績向上を導いているようにみえる。国外で出向いて商談する機会も多く、柔軟な意思決定がますます求められている。有能な若手を積極的に幹部に登用し、時代にあった組織の活性化に熱心である。ファッション業界が対象であるので若者の好みにあったショーやエキスポを大切にする。このように色々な面で、グローバリゼーションにふさわしい組織的な努力が日夜試みられている。
According the advice of Mr. Shioda, management consultant, the organization has been simplified. Now it’s slim, open and flexible. The company is open to the advice of a university consultant team nearby. Thus, efforts are being made every day to keep the competitive power of the company in globalization. The honesty, cooperation and mutual responsibility support the smooth operation of the organization as a whole. Managers who go abroad sometimes face the necessity to make prompt decision on the spot. Young qualified personnel are promoted to managers. The news of the fashion market are closely being monitored, because many products are geared to the young females. Many changes in and around the company must keep the organization slim, flexible and open.
De acuerdo a los consejos del Sr. Shioda, consultor de management, la
organización ha sido simplificada. Ahora es pequeña, abierta y flexible. La
compañía está abierta a los
consejos de consultores universitarios. Además, los esfuerzos son realizados
todos los días para mantener el poder de la competitividad de la compañía en un
entorno de globalización. La honestidad, la cooperación y la responsabilidad
mutua apoya la suave operación de la organización como un todo. Los gerentes
que viajan al exterior se encuentran con la necesidad de hacer frente a prontas
decisiones. Personal joven es promovido a gerentes. Las novedades en el mercado
de la moda son monitoreadas muy de cerca, debido a que muchos productos tienen
como destino mujeres muy jóvenes. Numerosos cambios en la organización deben
mantener la compañía ajustada, abierta y flexible.
(5)5Sの採用 Adoption of the 5S, Adopción de las 5S
工場見学の途中で5Sという言葉を聴いた。私は耳を疑ったが、たしかに日本的な5S運動が行われている。5Sとは「整理」「整頓」「清潔」「清掃」「しつけ」の頭文字をとったもので、製造部門で安全管理や品質向上を目的としたものである。これらは仕事の上で重要な要素であり、国境を越えた普遍的な価値を持つ。今やborderlessの時代であり、優秀なアルゼンチン企業で採用されているのも不思議でないのかもしれない。
During the factor tour I have often
heard the word “5S”. I doubted if I
heard correctly. To my pleasant
surprise, the Japanese-style 5S movement is certainly being done in the
factory. 5S means order,
arrangement, neatness, cleanness and discipline, aiming at safety control and
quality improvement inside factories.
These items are important in any job and also applicable to other
countries. Now is the borderless
age. No wonder, it is adopted by the
excellent company in
Durante el tour en la
compañía he escuchado la palabra “5S”. Dudé de si había escuchado
correctamente. Para mi grata sorpresa, los conceptos del movimiento japonés de
las “5S” se estaba llevando a cabo en la compañía, ciertamente. Las “5S”
significan orden, acuerdo, cuidado, limpieza y disciplina, logrando control
seguro y mejoras en el control de calidad dentro de las fábricas. Estos ítems
son muy importantes en cualquier trabajo y son también aplicables a otros
países. Ahora es una era sin bordes. No sorprenderse, está siendo adoptada por la
excelente compañía en Argentina.
工場内を見た第一印象は「きれい」である。ISO9000を取得している唯一の企業が当社である。検査がある時だけでなく、いつ行っても同じ清潔さを工場内は保つ。気持ちが良い。働く人は安心できる。

ある従業員に休憩室で何気なく話しかけた。仕事の様子を聞くためである。彼は、機械工であり、“Me gusta orden. Cuando todos piezas y herramientas se ponen ordenado, puede buscar y hallarlas sin perder tiempo.”と話してくれた。訳せば「私は整理整頓が好きです。部品や工具が秩序正しく置かれていると、必要なときにすぐ出せるからです。」となる。その機械工には後の工場見学中にお会いした。新しい機械の試運転中であったが、彼のそばには道具がきちんと整理されて置かれていた。
I happened to talk to an employee in the relaxation room, asking him, “Do you like working here?” He replied, “I like all in order. When all parts and tools are placed in order, I can easily find what I need when I need it, without losing time.” This is part of the 5S. Later, during the factory tour, I met again this employee who was trying to run a new machine. At his side were placed all the tools in order.
Pasó hablando con un empleado en la sala
de relax, preguntándole: “¿Le gusta trabajar aquí?” él respondió “Me gusto todo
en orden. Cunado todas las partes y las herramientas están en su lugar, puedo
fácilmente encontrarlas cuando las necesito, sin perder tiempo”. Esto es parte
de las 5S. Más tarde, durante el tour por la fábrica, me encontré otra vez con
el mismo empleado que estaba tratando de encender una nueva máquina. A su lado
estaban dispuestas todas las herramientas en orden.
工場内では安全面への配慮が徹底しており、見学者の通路はペンキで区別されている。
日ごろの「しつけ(社員教育)」が徹底しているようにもみえる。これも5Sの一つである。
Safety is considered first inside the factory. The passage for visitors is cleared marked in color. Disciplined labor exists inside the factory, which is one part of the 5S.

dentro de la fábrica. El pasaje de visitas está claramente marcada en color. El
trabajo disciplinado existe dentro de la fábrica, la cual es una de las partes
de las 5S.
日本的といえば「カンバン方式」の採用もある。以下の写真は納入された原料に貼られたカンバンであり、どの業者が搬入した原料であるか、どこの倉庫に置くか、などの指示が一目瞭然である。JIT(Just in time)による在庫コスト最小化の努力が明らかである。
Another Japanese-type method is the kan-ban shown in the photo. The document shows what primary materials are brought in by who and in what amount. The detailed numerical information keeps the inventory cost to a minimum in line with the Just In Time System.

quién y en qué monto. La detallada información numérica mantiene el costo de
inventario al mínimo en consonancia con el Sistema Justo a Tiempo.
(6)チームワークの存在 Team Work in action, Trabajo de equipo
en acción.
ロベルト社長の本の中でチームワークの大切さが非常に強調されており、自由なコミュニケーションの全社的な定着が会社の業績向上をささえているように思える。会社が一つのチームとなるのが理想であり、それにむけた努力が捧げられている。そういう前向きの意識をどの従業員も多かれ少なかれ持っている。チームワークが定着し、各自が規律労働を楽しんでいるようにみえる。アルゼンチン人は規律労働を嫌うと聞いていたが、ここは違う。各自は正直に振る舞い互いに責任を果たし、相互の信頼関係が全社的に定着している。

discussion and easy communication throughout the company lead to team
work. Each employee seems to be
fulfilling his or her own part willingly, diligently and responsibly. The company as a whole seems to form one
team, which is rare in
En este libro el Presidente acentúa la
importancia del trabajo en equipo. Discusión franca y fácil comunicación a
través de la compañía lleva al trabajo en equipo. Cada empleado parece
completar su parte de manera voluntariosa, diligente y responsable. La
compañía, como un todo, parece formar un equipo, lo que extraño en la
Argentina. Generalmente, se dice que la gente en la Argentina no le gusta el
trabajo disciplinado, lo cual no cabe en ISSUE.
以下の写真は社員食堂での昼食の様子を示す。塩田SVの前に座っているのが案内役のレアンドロである。食堂では皆が平等に食事を楽しむ。管理職も一般職も、ホワイトカラーもブルーカラーも、皆一緒である。和やかな雰囲気が素晴らしい。友好的なコミュニケーションが組織をダイナミックに保つのに有効であろう。
The photo shows the cafeteria during lunch time. Seated in front of Mr. Shioda is Mr. Leandro Villalba who was our
guide. Here come and eat all the people, managers and low-rank workers, white-colors
and blue-colors, men and women. All
are equal partners and belong to one team called ISSUE. The atmosphere is pleasant, comfortable and
refreshing.
La foto muestra la cafetería durante el
almuerzo. Sentado frente al Sr. Shioda está Leandro Villalba quien fue nuestro
guía. Aquí viene y come toda la gente, gerentes y trabajadores de bajo rango,
colores blancos y colores azules, hombre y mujeres. Todos son socios iguales y
pertenecen a un mismo equipo llamado ISSUE. La atmósfera es placentera, confortable
y refrescante.
